Stay on St. Charles Avenue among the oaks and old mansions, and ride the St. Charles streetcar downtown.

Yes. The stadium is about a mile from the middle of the Quarter: cross Canal Street and walk west along Poydras. The Rampart–Loyola streetcar is an alternative, but it runs only every 30 minutes.
